What's the difference between blur and pixelate?

Blur softens the area with a gaussian blur, while pixelate replaces it with a coarse mosaic of blocks. Pixelate is often preferred for redaction because it's clearly intentional and harder to reverse. You can choose per box and tune the strength.

Can I blur something for only part of the video?

Yes. Every blur box has its own start and end time, so a face can be covered for a few seconds and then revealed, or a screen can stay blurred for the whole clip. Use 'Start here' and 'End here' to set timings from the playhead.

What file format do I get?

You can export WebM in any modern browser, and MP4 as well when your browser supports it (recent Safari and Chrome). Pick the format from the dropdown before exporting. WebM plays in Chrome, Edge, Firefox, and VLC; MP4 plays virtually everywhere.
